It is an analysis of the level of fulfilment of the ILO Convention No. 169 in Peru, written by indigenous organisations and other organisations that work to defend their rights. It is “alternative” because the indigenous organisations, not the State, have written it. Peru is under the obligation to submit reports on the convention fulfilment every five years, and the organisations can submit their own views about these rights to the ILO.
